The Raft was a high security prison built to hold the most powerful and dangerous criminals in the world.

History[]
The prison was built with the intention of holding the most dangerous criminals that even the other prisons could not hold. It's location was secret, with few even in the United States even knowing it existed. It was tethered to a garbage scow and docked in New York Harbor.
It destroyed when Loki caused power disruptions across all four prisons causing Graviton to escape.
It was eventually replaced with Prison 42.
